Chambers County formalizes contract with Public Management for hazard‑mitigation grant management

Chambers County voted Oct. 14 to formalize a partnership with Public Management for grant management services related to a Hazard Mitigation Grant Program (HMGP) project at Great Creek.
Lauren Sam told commissioners Public Management was selected through the county’s procurement process in 2023. She said the firm would not bill the county unless the county enters a grant contract, and that the current step is a formalization of the partnership now that the HMGP and Texas Division of Emergency Management (TDEM) processes are in place.
Commissioners moved and approved the item by voice vote. Staff said the formal contract will allow Public Management to proceed with HMGP tasks and to invoice once the grant is active.
The approval concludes a lengthy procurement and negotiation period, staff said, and positions the county to move forward with the drainage improvement project at Great Creek if grant funding continues to progress.
