Euclid City Council advances several ordinances, approves shoreline permit and certifies tax rates

Euclid City Council met Monday, Sept. 15, 2025, and approved a request for state and federal review of a shore structure at 21651 Edgecliff Drive, certified the city’s annual tax-rate schedule, accepted a liquor-permit applicant for Lakeshore Boulevard and advanced several amendments to city codes to a required third reading.

The council voted to send a use-district exception application for a studio apartment (applicant Sherry Ziegortz) to its statutorily required third reading after the applicant answered questions about parking plans. Council also approved a resolution asking the Ohio Department of Natural Resources and the U.S. Army Corps of Engineers to consider a proposed shore structure adjacent to 21651 Edgecliff Drive; administration told council those state and federal approvals are required for work on submerged lands.

Administration described the tax-rate certification resolution as an annual, routine step required by the county; passing it allows the Cuyahoga County Budget Commission to prepare the schedule used during Euclid’s budget process. The council passed the certification resolution and will transmit it to the county before the statutory deadline.

On land-use and local-code issues, the council approved proposed amendments to Chapter 353 (municipal parking lots) that replace the term "designated" with "dedicated" parking space, correct a typographical error from "permitted" to "permit," and remove rigid hour limits in favor of sign-posted restrictions to improve enforceability. Council members discussed a cross-reference to overnight parking restrictions (2 a.m. to 6 a.m.) and then voted to amend the legislation and send it to a third reading.

Council also advanced zoning code changes addressing the distribution and sale of e-cigarette and vape products in U4–U6 business and industrial districts; Planning & Zoning recommended the definitions and additional regulations, and council voted to send the measure to a third reading.

Separately, the council accepted, without objection, a communication from the Ohio Division of Liquor Control regarding an application by Euclid Beverage LLC for 26410 Lakeshore Boulevard; Law Director Cooney said proprietor Sanjay Patel passed the background check and that construction plans must be submitted to the building department before permits issue.
