Board hears music teacher-preparation standards and discussion on recruiting, retaining teachers

LANSING — After public comment on health standards, the Michigan State Board of Education heard presentations on special education advisory work and proposed updates to teacher-preparation standards for music.
MDE presenters said the current music certification standards (approved in 2004) were updated to reflect national music-education practice and to add a preschool certification domain. Dr. Michelle Harmala and writing-team members described a multi-year stakeholder process that included K–12 teachers, higher-education preparation faculty and representatives of the Michigan Music Education Association. The presenters said the draft adds pedagogy, management and technology domains and recommends clinical experience across grade bands.
Board members asked implementation questions about clinical placements and program capacity; presenters said Michigan has 22 traditional music-preparation programs and seven alternative-route programs and that clinical experiences should expose candidates to multiple grade bands when possible.
The board also heard a robust discussion of teacher recruitment and retention led by Michigan’s Teacher of the Year and other educators. Speakers described local mentorship programs, stipend pilots to support student-teacher placements, and 'grow your own' pathways to encourage high-school and college students into teaching careers. Tom Schultz, Michigan Teacher of the Year, described offering high-school TAs and other local mentorships as a way to spark education careers.
What’s next: MDE will open a public-comment period on the proposed music standards starting Thursday and expects to return a final proposal for board consideration in late winter 2026. The teacher-recruitment ideas will inform board goal-setting and potential advocacy for stipends and pipeline funding.
