Morrow County commissioners approve routine transfers, intergovernmental agreement and set hearing for wind/solar restrictions

Morrow County commissioners on Monday approved a package of routine financial transfers, a renewal of an intergovernmental defense services agreement with the Village of Mount Gilead, and a motion to advertise a public hearing on possible wind and solar restrictions in South Mayfield Township.

During a sequence of motions, the board approved bills amended to cover items numbered through 167, a payment involving Sims Brothers (scrap metal), and appropriations and transfers that included the MCAT fund and several general‑fund transfers for commissioners’ fuel, coroner’s office supplies, engineer’s fund needs, law enforcement, jail and detective units. Commissioners also approved a transfer into Fund 2941 to support opiate engagement work.

The board voted to authorize staff to advertise a notice of public hearing concerning possible restrictions on wind and solar development in South Mayfield Township. The motion to advertise passed on roll call with the commission’s affirmative votes.

Commissioners also approved a renewal of a defense services agreement with the Village of Mount Gilead municipal court, described during the meeting as a standard intergovernmental renewal.

Most routine items were handled by motion, second and roll-call approval with the named members recorded as voting yes. There was no extended public debate on these items during the meeting.

Separately, staff provided operational updates: bidding is underway on a county channel project; community service renovations are nearing completion; and moving Job and Family Services (JFS) into the old health district is likely delayed until January because of phone‑system and networking work that may require upgrading to Cat‑6 wiring.
