Minnehaha County approves security pact with state military, renews aerial-imagery contract and standardizes petty cash

Minnehaha County commissioners on Oct. 28 approved three administrative measures intended to shore up security at a local military installation, modernize county aerial imagery, and standardize petty-cash handling across departments.

The commission authorized the chair to sign a joint security protection agreement with the South Dakota Department of the Military covering services through Oct. 1, 2026. Patrol Captain Adam Zyshka of the Minnehaha County Sheriff’s Office described the arrangement as a co-security response with the Air National Guard base, said nine deputies are currently certified to the contract and two employees remain deployed on the military side, and said the contract’s cost is "just over $1,400,000 this year." Zyshka told commissioners the agreement operates as a pass-through contract with an administrative fee and, as presented, will not affect the county’s general-fund budget.
