Sumner County committee moves to align purchasing policy with state law raising competitive-bid threshold to $25,000

Sumner County officials told the Emergency Communications Committee that a recent state law allows counties to raise their competitive-bid threshold to $25,000. "Essentially, this everywhere you would have seen $10,000 before, it's increased to $25,000 now," the chair said while summarizing recommended updates to the county purchasing policy.
The chair said the county will still seek three quotes for purchases under $25,000 "when we can" and noted other statutory exceptions remain available, including purchases via an already-competitive procurement agreement and sole-source purchases. He said Jim Barnes, the state fiscal director, had noted the change and county legal review had approved the draft policy language.
The chair asked for a motion to approve the policy changes to reflect the new threshold; members moved, seconded and approved the update during the meeting.
The updated threshold changes routine procurement practice by reducing the number of purchases requiring formal competitive bidding; staff were directed to incorporate the legal language and maintain documentation of quotes where practicable.
