The City Commission accepted first reading Aug. 20 of Ordinance 31‑24, an amendment to the Shops at East Shore planned development that converts a lot previously designated for stormwater into a 5,000‑square‑foot commercial outparcel and adds tire sales and service as an allowed use.
Jean Sanchez summarized the requested PD amendment and noted planning commission unanimous approval. The item was quasi‑judicial; commissioners disclosed ex‑parte contacts where required. Applicant counsel Jonathan Huelz and project engineer Jordan Draper explained the change reflects more detailed engineered plans prepared after the original conceptual PD and reviewed by city staff and the St. Johns River Water Management District. Draper described that the site is in a closed basin and the engineered design meets 100‑year storm criteria. “That stormwater pond has been designed and permitted and being constructed to accept stormwater from both Parcel 1 and the proposed Parcel 6...Permits have been issued. It’s under construction today,” counsel and engineer told the commission.
Multiple nearby residents raised concerns about traffic safety at the adjacent intersection, potential increased runoff and school impacts. Applicant representatives said developer‑funded street modernization and signalization at the key intersection are conditions of development and will be installed before the retail anchor opens.
After the presentations and public comment, the commission approved the PD amendment at first reading and held it for second reading and adoption.
Why it matters: The change allows additional commercial development in a growing corridor; neighbors asked for clear assurances in engineering and sequencing (signalization and stormwater permits) before parcels convert from stormwater to buildable lots.
What’s next: Applicant must complete development‑plan review and construction‑plan permits; staff will monitor permit compliance and the timing of road improvements and signal installation prior to retail opening.
