Euclid planning panel approves shared-parking plan, variances for Frederick Douglass High School expansion

The City of Euclid Planning & Zoning Commission voted unanimously to approve a special use permit, findings and a parking-variance package that will allow Frederick Douglass High School to expand classroom space and use an off-site shared-parking arrangement.

Commissioner Munro moved to approve the special use permit and shared-parking agreement, with the condition that the agreement receive approval from the City of Cleveland Law Department, be recorded with the Cuyahoga County Fiscal Office, and that the two off-site nonconforming parcels be cleaned, repaired and brought into compliance before a new certificate of occupancy is issued; Commissioner Weymouth seconded the motion and roll call was 4–0 in favor.

The commission also voted that the proposed changes to the nonconforming use would have "equal or lesser impacts" than the prior condition and granted a variance reducing the required combined off‑street parking to 47 spaces (a variance of eight). Both motions passed on unanimous roll calls.

The project team told the commission it had revised the site plan to add striping, signage and a designated pick-up/drop-off route using the rear easement and Farrington Avenue. Applicant representative Rico Pietro said the school will maintain a security officer on duty during peak drop-off and pick-up times and update the student handbook to inform families of enforcement measures. "We are committed to do all these things and continue to work with the commission," Pietro said.

Staff had recommended conditions aimed at preventing on‑street drop‑offs on Shore Center Drive and emphasized that the off-site parking parcels must meet city code before occupancy. Commissioner Muscatello, presenting the staff report, warned the commission to ensure the applicant would follow through on traffic management and enforcement.

Commissioner Monroe and nearby residents had urged stronger enforcement, with Monroe saying the intersection "is chaos" during school arrivals and departures and that expansion could exacerbate traffic problems. Frederick Douglass Director Scott Caldwell said police had not been called to assist his site and the chair asked Caldwell to coordinate with staff to reconcile differing accounts.

The commission's approval is a recommendation; the use and variances still require final approval by Euclid City Council and issuance of all applicable building permits and a certificate of occupancy before the school may change operations.
