Councilmember Bui explained the interim measure is intended to give city staff and the community time to craft an inclusive policy and to avoid making reactive decisions that later require costly corrections. "One of the values that really means a lot to me is ensuring that we're not functioning from a reactionary place," Bui said, urging careful study and community engagement.
Council members expressed support for a careful approach, noting recent changes to state statute have created uncertainty for district councils that frequently receive applications. The ordinance was adopted on final reading by unanimous vote (6–0). The city’s Planning and Economic Development department will take the lead on the study and community outreach called for by the interim ordinance.
