Committee approves $40,000 amendment to Brown and Caldwell stormwater review contract

The City of Appleton Utilities Committee on Nov. 11 approved a $40,000 amendment to the Brown and Caldwell contract for stormwater management plan reviews, bringing the contract total to not exceed $120,000.
Deputy Director Neuberger told the committee that the volume and complexity of plan submittals — driven in part by recent Northside developments including Mission Ridge, Comet Ridge, Glenmore Park and Glenmore Reserve — exceeded the initial estimate of consultant review work. He noted the municipal ordinance permits consultant review costs to be billed back to applicants as part of the stormwater permitting process.
A committee member confirmed the additional expense will be borne by developers submitting plans, not by stormwater ratepayers; Neuberger affirmed pass-through billing returns consultant charges to applicants up to a one-to-one ratio.
The committee recorded a unanimous 3-0 vote to recommend the contract amendment for approval.
