Elkhart board approves $10.7 million claims docket, SRF payments and sewer change order

The Elkhart Board of Public Works on Oct. 1 approved a claims and allowance docket totaling $10,717,803.95 and ratified several State Revolving Fund (SRF) loan partial payments tied to the Oakland Avenue projects and other city infrastructure work.
Acting interim controller Erin said the docket included $652,573.69 for a nib-lock item, $1,500,000 in preapproved subsidy funding to capital outlay (structured as quarterly payments of $500,000) and $432,554.64 in American Rescue Plan Act claims. "We subsidize capital outlay from general fund," Erin said when presenting the report.
The board also approved change order number 5 on the CSO 39 sewer separation project, increasing the contract by $44,100 to a revised contract price of $5,452,947.66. Jason Simnick, project manager, described the work as bank and outfall stabilization following installation of a new 72-inch storm sewer and said the underground work is on schedule, with only possible surface paving dependent on weather. "We've been very pleased with the work that StructurePoint did for us," Simnick said of a consultant engaged for related design work.
Several SRF-related partial payments were ratified by voice vote, including a $62,572 payment to American StructurePoint for professional services on the Oakland Avenue/Harrison Street design and construction payments to CNE Excavating and Selj Construction tied to the Oakland projects. Staff said inspection will be performed in-house for some contracts and that key segments of the Oakland projects are expected to be substantially complete by November, subject to weather.
Board members voted unanimously on these items by voice vote; no dissent was recorded during the motions.
