City seeks to finish design and build first phase of Jensen Park pump track with Rotary, county and Amazon funds

Jim Kelly presented a request for the City of Arlington to take over final design and construction of a pump track at Jensen Park that was initiated by the Arlington Rotary. Kelly said the Rotary has secured $230,000 and that additional funding sources identified by staff include about $100,000 in Snohomish County REET2 funds and a $150,000 donation from Amazon.
"We currently only have funding to build the 1 ramp," Kelly said. The city will design a two‑ramp system (one advanced ramp and one smaller learning ramp) but proceed to construct the smaller phase if funding for the second ramp is not secured; staff said underground work and storm drainage would be installed to permit seamless later expansion.
Kelly said the contractor selected is American Ramp Company under a Sourcewell cooperative purchasing agreement and that the design is approximately 40% complete. He said the city may return later to amend the contract if additional funding arrives.
Where it stands: Council discussed the design and phasing; staff will proceed with procurement and return as needed for contract amendments if and when additional grant or private funds are received.
