Greenville County planning committee approves several rezoning requests, denies others; key amendments move forward

The Greenville County Planning & Development Committee on Aug. 18 approved a series of zoning actions, denied several rezoning requests and advanced a set of text amendments to the full County Council.
The committee approved CZ2025-045 (10 East Main St., Taylors) to OD (office district) after staff said the change matched the county comprehensive plan’s mixed-use corridor designation. The committee denied CZ2025-046 (125 Terry Rd., Fountain Inn) and CZ2025-047 (2056 Highway 418 / Burgess School Road), where staff and commissioners cited conflicts with the comprehensive plan, recent citizen-led initial zoning, and infrastructure limits such as absence of sewer. Docket CZ2025-048 (145 Chapman Grove Rd., Pelzer) was approved to AG (agricultural preservation) to allow agritourism and a farm stand; staff confirmed existing agricultural activity on site.
Two commercial rezoning requests faced split recommendations: CZ2025-051 (Highway 14 area) produced a staff/commission split and the committee held that docket for further review; CZ2025-052 (Conestee/Third St. area) was denied following the planning commission’s recommendation. Docket CZ2025-050 (Agnew Rd./Richards Ave., Greenville) seeking R-6 single-family designation was approved.
On text amendments, the committee approved CZ2025-053 (revisions to the Paris Mountain ESDPM section) as amended and denied an alternate version, CZ2025-044; the committee’s action sends the amended text to full council. The committee also approved an amendment extending a septic-related sunset provision (Ordinance 5577) by two years and voted to hold a proposed cluster-zoning amendment pending additional legal review.
