Franklin County adopts Operation Greenlight resolution, approves financial reports, contracts and permits

The Franklin County Board of Supervisors approved several routine but substantive items during its regular meeting.
Resolution 25-71 (Operation Greenlight), introduced by Speaker 1 and moved by Speaker 3, was approved by roll-call voice vote to honor veterans. Chair recorded Lukensmeyer, McVicker and Finesse as voting "Aye."
The board also approved the fiscal year 2025 cash annual financial report and the FY25 GAAP annual financial report as presented by the county auditor; both reports had been distributed to supervisors by email prior to the meeting and passed on voice votes.
Operational approvals included a two-year snow removal contract with Team Concrete, approved by voice vote after staff noted positive references. The board approved a utility permit for MidAmerican Energy to construct overhead service at 1276 Olive Avenue to serve the NIACC training center and authorized a temporary closure of Eagle Avenue between Sanders Street and 80th Street on Oct. 28 at 9:30 a.m. for culvert construction.
Staff and board members confirmed that invoicing and contract execution steps will follow and that routine procurement and invoice-processing procedures will be used for those items.
