Franklin County supervisors discussed a draft 28E intergovernmental agreement initiated by Hardin County that would cover multiple joint drainage districts across several counties. Staff and supervisors said the draft, as written, lists joint districts already governed by separate MOUs (for example with Wright County) and recommended narrowing the agreement to include only the main four counties involved — referred to in discussion as the "Big 4": Hardin, Wright, Hamilton and Franklin.
Supervisors voiced concern the broader draft might inadvertently negate existing MOUs and asked that county attorney Art review and revise the draft. Staff said Hardin County had sent the draft to its attorney and that Franklin County would request changes to the county/district listings; a revised draft is expected and a joint meeting will be scheduled if needed.
Board members also noted that an invoice and a joint meeting will be arranged with the participating counties for the shared Big 4 activities; no final action was taken at the meeting pending legal review and a revised draft.
