Cactus Trails rezoning draws hundreds of protest cards while staff recommends approval

Hunter White presented the Cactus Trails project to the commission as an application to change the plan designation from mid‑intensity suburban to compact neighborhood and rezone the site from RS‑20 to RS‑2 to allow a roughly 210‑lot single‑family subdivision with modest lot sizes and increased retaining walls. "Staff is recommending approval on all counts," White said, adding the proposal included provision of approximately 250,000 square feet of open space.

Enterprise Town Board recommended denial, and the record included very large numbers of public protest cards and letters across the various applications (for the plan amendment, zoning change, PUD and tentative map). White read counts across the different approvals showing well over a hundred protest cards for multiple pieces of the proposal and multiple protest letters.

White noted the PUD request would reduce lot sizes, shorten driveways and allow some reduced setbacks. Staff said the requested waivers and the PUD would make the project more consistent with surrounding subdivisions, but that the town board perspective and the strong public opposition would be part of the record for any future hearing. The briefing did not include a decision; the proposal will be scheduled for formal hearing with notice to interested parties.

Commissioners did not take public comment during the briefing; staff told the commission they planned to move the related cactus‑trail items to later in the meeting sequence to accommodate staff and resident schedules.
