ACC reviewed 103 cases this quarter; board hears detailed breakdown

Dawn, the Administrative Charging Committee (ACC) representative, told the Baltimore County Police Accountability Board that the ACC “reviewed and deliberated 103 cases and rendered 103 opinions in that quarter.” The report covered meetings on Oct. 18, Nov. 15 and Dec. 13 and itemized allegations and charging results.

According to Dawn, the 103 matters included 14 use-of-force cases. Other categories reported included departmental accidents (28), rude or discourteous/unprofessional conduct complaints (12), alleged use-of-force policy violations, investigation procedure policy violations, failure to write required reports, improper threats of arrest, unlawful detention and other administrative allegations. In many instances the ACC recorded which allegations were charged and which were not charged; Dawn cited several cases in which body-worn camera policy violations were the only charge sustained.

The ACC representative said a handful of matters involved multiple alleged violations—examples included combinations of alleged false reporting, prisoner-guarding policy violations, dress/uniform violations and misrepresentation to supervisors. Dawn characterized the quarter as “a busy quarter” and thanked the board for recognizing the committee’s work.

Board members asked whether demographics for officers who were charged or not charged would be available; Dawn said that metric is not currently reported but “I think it's something that should go in our annual report.” The board also noted the next ACC meeting is scheduled for March 7, to be held in the same room and via Webex.

The ACC’s itemized counts and the committee’s meeting dates will be included in the minutes and referenced in the board’s annual reporting materials.
