Pasco County commissioners approved R55, an economic-incentive agreement for VantagePoint AI, an existing software firm expanding into a 10,000-square-foot Wesley Chapel building.

David Engel, the county's planning and economic development director, described the package as performance-based and outlined the maximums: a $240,000 job-creation incentive paid over four years (25% per year), a $61,047 impact-fee rebate paid over 10 years (50% years 1–5; 25% years 6–10), and up to $30,000 in training grants. Engel said the package totals $331,047 maximum and is tied to creation of 60 full-time jobs; including indirect and induced effects, the county estimates 85 jobs and an annual contribution of about $23,400,000 to the gross county product once build‑out is complete.

Turner Arber of the Pasco Economic Development Council and Lane Mendelson, VantagePoint's president and CEO, spoke in support of the company and the agreement. Mendelson described the firm's multi-generational roots in Pasco and said the company intends to hire both remote and in-office staff. "We're not using AI to replace people. We're using AI to take people who are talented, and help them to better leverage their talent," Mendelson said.

The Office of Economic Growth recommended approval; the board approved the incentive agreement by voice vote. Staff noted all payments are performance-based and require documentation (W‑2s) before payouts are made.

Outcome: R55 approved; staff to administer performance verification and process incentive payments according to the agreement.
