Council refers proposed change to police sergeants’ education incentive to next meeting

The council referred a proposed amendment to Administrative Policy 4, Section 3 — which would eliminate an additional education incentive for police sergeants — to the next meeting after substantial discussion.
A personnel committee motion proposed removing the education add‑on on the rationale that the recently adopted classification and compensation study already accounts for education in grade placement. Sgt. Matt Lovell told the council the incentive compounds with cost‑of‑living adjustments and that removing it without a grandfather clause would reduce current sergeants' pay over time. “It actually comes out closer to $3,000,” Lovell said when describing the longer‑term difference in his pay calculation.
Staff and the finance director explained the compensation study placed sergeants in a grade intended to reflect education and market comparators, but could not immediately provide the exact year‑over‑year variance. Councilmembers asked staff to compile comparability data from peer municipalities and to present precise fiscal impacts if the council wants to consider restoring incentives for advanced degrees while aligning base grades.
A motion to refer the amendment to the next meeting passed by voice vote.
