Summary

At its Oct. 20, 2025 meeting, the South Beloit City Council approved the following motions and votes:
• Ordinance 28-48 — Residential rental-property registry: Approved 3–2. Registry becomes effective for properties after a summons for administrative hearing. (See full article.)
• Ordinance 28-70 — Retail liquor license (Sheev Shetty Streamwood LLC DBA Fastmark): Approved; staff will correct a scrivener’s error in the corporate name before final paperwork.
• Ordinance 28-71 — Retail liquor license (3 J E Ink DBA Fastmark): Approved.
• Ordinance 28-72 — First amendment to pre-annexation agreement (4633 Prairie Hill Road): Approved (vote met two-thirds requirement).
• Ordinance 28-73 — Update Appendix A (2025 fine schedule): Approved as routine housekeeping to fix scrivener’s errors and update cross-references.
• Ordinance 28-74 — Lift moratorium on tobacco license issuance: Approved to allow routine renewals and corporate-entity changes.
• Resolution 66-44 — IEPA compliance commitment for missed MS4 reporting: Approved; staff will submit missing reports and file a new Notice of Intent under the upcoming MS4 permit.
• Resolution 66-45 — Release and destruction of certain executive-session records (2013 minutes/audio): Approved.
• Personnel — Hiring Marissa Aguilar as part-time City Hall assistant at $17/hour: Approved following a motion and roll call.
Most items had brief staff presentations or routine discussion. The rental-registry ordinance generated the most extended debate and outside testimony. Council also approved a 10-year garbage contract amendment previously executed by staff (scrivener correction noted).
