South Beloit enters IEPA compliance commitment after missed MS4 reporting

The South Beloit City Council approved Resolution 66-44 on Oct. 20 to accept a compliance commitment agreement with the Illinois Environmental Protection Agency after the city failed to submit required MS4 (stormwater) annual reports.
Brandon, a city staff member responsible for stormwater reporting, said the city received a violation notice in September for missing MS4 submissions. "Parts partially...a big reason was employee turnover," Brandon said, explaining that the person previously responsible for MS4 reporting is no longer in that role. He told the council staff will submit the necessary information and that a new Notice of Intent under the forthcoming MS4 permit will be filed before the end of the month.
Council approved the resolution by voice roll call. City staff described the compliance commitment as a corrective path that acknowledges the reporting lapse and sets a schedule for fulfilling permit obligations. The commitment and the new permit filings are intended to bring the city back into compliance and avoid further enforcement action by IEPA.
The council directed staff to complete the required filings and follow any monitoring or reporting steps the IEPA requires under the compliance agreement. The matter will be tracked through the public works or stormwater program as the city completes the corrective filings.
