The Fairbanks North Star Borough Planning Commission voted 7–1 on Oct. 28 to recommend approval of RZ2026‑001, a state proposal to rezone land known as the French Creek / Sullywood area from General Use (GU1) to Rural and Agricultural (RA‑10).
Sarah Bingham, the planning division staff contact, told the commission the application covers approximately 2,100 acres in the project description and that other staff materials and the hearing notice describe the subject area as roughly 2,192 acres; the state’s project would subdivide the area and aim to create and sell around 100 parcels, generally at least 20 acres in size. "This rezone application includes approximately 2,100 acres and is part of the Alaska DNR project to create and sell around a 100 parcels of land of no less than 20 acres in size," Bingham said during the staff presentation.
Bingham said staff had reviewed the application against the borough comprehensive plan and the Saltchuk/Badger Road area plan and found the proposal consistent with plan goals that allow larger lot sizes and agricultural uses. She also said the proposed RA‑10 zoning would increase minimum lot size in the new zone (staff cited an approximate figure of 400,000 square feet in the presentation) and establish yard setbacks; staff noted wetlands at the parcel edges, that Johnson Road is maintained by the state Department of Transportation…
