Blackwell said some fee changes made the new agreement fiscally advantageous compared with other third‑party options.
After discussion and a motion to approve the resolution, the council voted 5–2 to authorize the agreement. Council asked staff to provide the council with a history of spending under the 2021 contract before full implementation.
