Beaver County staff say three expected landfill/recycling proposals missing after solicitation deadline

Speaker 4, county official, told the board the county solicited proposals for recycling programs and landfill capacity and received eight bids by the Friday deadline. "We received 8 proposals," Speaker 4 said, "unfortunately, we are missing about 3 that we should've got." Speaker 4 identified Bruner as one vendor that did not submit and said the county expects two other county service providers may also be missing.
Speaker 4 said the county's landfill consultant advised petitioning as a possible mechanism to allow the remaining facilities to participate and that the law office would be consulted about the process. "I wanna give Michelle Nestor a few weeks to take a look at what has been received, and do a preliminary assessment before we sit down and discuss, with the law office and for the process of petitioning for the remaining post," Speaker 4 said.
Board members asked clarifying questions about whether the missing firms were prior county contractors; Speaker 3 confirmed that at least one was a vendor the county had done business with. No formal decision or vote was recorded at the work session. Speaker 4 said staff will return with recommendations after the review and any legal guidance on petitioning to include late respondents.
The matter will next be handled by county staff and the solicitor's office; the board did not set a formal schedule during the work session.
