Torrington council approves appointments, closes account for volunteer fire support and hears department updates

At its Nov. 10 meeting the Torrington City Council approved several routine appointments and administrative actions and heard department updates.
Appointments: The council appointed Stephen Thompson as a regular member of the Zoning Board of Appeals through 12/14/2027; reappointed Randall Stelma for a term through 12/01/2025; and appointed Ivy Altman as an alternate member through 12/15/2028. A clerk’s-office motion was later amended to set an appointment expiration to 12/14/2030 and the council recast its vote in favor of the amended motion.
Bank account and volunteer support: The council approved closing the Torrington savings account (packet reference ending 5108) and authorized transferring the remaining balance of $5,070.65 to the Drakeville Volunteer Fire Department. Chief Tripp described the account’s history as funds set aside to support coordination among volunteer departments and listed prior uses (pagers, gear, training); staff said the account records and receipts were maintained by the treasurer.
Department updates and personnel: Chief Tripp gave an update on the East Side property transfer and operations: vehicles and bank accounts have been transferred into city control and a separate East Side fund has been created to pay for building repairs, manpower and equipment. He introduced new Deputy Chief Benny Chasanik and invited council to a promotions ceremony at Torrington High School; a fuller staffing and occupancy update is expected in December.
Other business: The council accepted two recommendations from the tax collector without recorded questions. The council also praised outgoing members and congratulated winning candidates from the recent election cycle.
Next steps: Staff will return with the amended appointment records as accepted and continue work on East Side staffing and occupancy plans for a December update.
