Torrington council authorizes mayor to execute AFSCME contract retroactive to July 1

The Torrington City Council voted Nov. 10 to authorize the mayor to execute and amend a union contract with the American Federation of State, County, and Municipal Employees (AFSCME) covering Torrington City Hall employees for the contract period July 1, 2025, through June 30, 2029.
During the meeting staff confirmed the contract will be retroactive to July 1 and that the necessary funds have been budgeted in department 44 of the city budget. Council members asked whether the retroactive period was budgeted; staff answered that the budget process included funding held in department 44 for these wage/contract adjustments.
The motion was moved and seconded and carried. The council did not record any dissent on the authorization at the Nov. 10 meeting.
Next steps: The mayor is authorized to execute and amend the contract as needed; department 44 will reflect the retroactive charges in the city accounting.
