Torrington council establishes building committee to vet public safety complex feasibility study

The Torrington City Council on Nov. 10 acknowledged receipt of a public safety complex feasibility report and voted to create a building committee that will vet the study and oversee the planned application for a CIF planning grant.
The presiding official said the intent is to present the feasibility work to the public widely and to position the project for future actions. Council members discussed committee composition and recommended representation from the board of safety, city council, department chiefs and a member of the public. The presiding official said appointments will be left to Mayor-elect Spino when she takes office in December 2025.
Council members said the committee should be sized to remain functional (a suggested upper range of eight to ten people was discussed) and noted council and ARPA experience with prior planning grants and CAF funds. The motion to establish the building committee was moved, seconded and carried without recorded opposition.
Next steps: Mayor-elect Spino will populate the committee after taking office; the committee is expected to review the feasibility study and assist with the planning grant application through the CIF.
