Summary
The council approved a five-year lease (with a five-year extension option) of Hangar 12 at Lynchburg Regional Airport to Bon Air Brokerage and Davis Air, with rent starting at $13,500 per month; proponents emphasized community services, disaster relief experience and local internships.
Lynchburg City Council approved a lease agreement allowing Bon Air Brokerage Company LLC, in partnership with Davis Air Inc., to occupy Hangar 12 at Lynchburg Regional Airport.
Airport Director Cedric Simon explained the RFP process and staff recommendation: the initial lease term is five years starting Jan. 1, 2026, with an option to extend for another five years and base rent of $13,500 per month with escalators built into the agreement. Simon said the existing tenant requested early termination and staff ran a competitive RFP that produced two proposals.
Kyle Folwell (owner of Bon Air Brokerage and vice president of Davis Air) described community work, disaster relief missions and local internship partnerships: "We were the first airplane down there in the islands to provide evacuations... We partner with Central Virginia Career Works and local schools for internships," he told council. He said the companies support local charities and provide regional air medical transport through Davis Air.
Andrew Wallace of Freedom Aviation, one of the competing bidders, spoke in favor of the city's recommendation and thanked staff for running the process.
Councilors moved and the clerk recorded the motion as passing '6 with 1 absent.' The lease award will allow Bon Air and Davis Air to base operations at Hangar 12 subject to the terms presented.
