The Grand Island Planning Board approved a minor site-plan modification to permit a seasonal outdoor patio for a proposed Chipotle restaurant next to an existing Starbucks building. The applicant said the patio will use pavers, add a railing and landscaping, and will consume three parking spaces; there will be no drive-through.
Why it matters: Board members and staff examined whether the loss of three spaces would cause the plaza to fall further out of compliance. Planning staff said the plaza already has shortfalls, and that there are reserved auxiliary parking areas (some over a stormwater pond) designated for future use. The applicant noted most Chipotle business at nearby locations is takeout/pickup and does not require prolonged parking occupancy.
Board discussion: Members confirmed ADA access was being preserved and discussed prior commitments about snow storage and auxiliary bank parking. One member said snow storage and bank-marking stipulations had been discussed previously; staff said prior stipulations had been applied as conditions on site plans. After discussion, a motion to approve the patio and associated minor alterations was made, seconded and approved by voice vote.
Next steps: The approval allows the applicant to proceed with the patio design as presented, subject to site-plan conditions and coordination with town staff for any final compliance items.
