Chemung County budgets $2.4M for outside nursing services to reflect payroll breakage at county nursing facility

Summary
County staff said the nursing-facility budget increases $2.4 million to account for payroll breakage and mandated agency staffing; the change is offset by payroll reductions and will be reversed if positions are filled.
Budget presenter (county staff) told legislators the recommended 2026 budget increases outside nursing services by $2.4 million for the county nursing facility to cover payroll breakage and temporary mandated staffing. "This increase of $2,400,000 has solely to do with that," the presenter said.
Staff said the $2.4 million will be offset by reductions in payroll lines (an estimated $2.4 million move in accounts) and is intended to better match expected payments for agency staffing. "If we end up filling the positions, we'll have to do an adjustment to move it back into payroll," staff added.
The change reflects continuing staffing dynamics and attempts to match budgeted line items with anticipated actuals. Staff said they will monitor hires and adjust budgets via amendment or reclassification if positions are filled later in the year.
