Chemung County projects modest cannabis-sales revenue, retains 25% of receipts for county operations

Budget presenter (county staff) said Chemung County recorded cannabis-sales tax revenue for the first time in 2025 and included a conservative $100,000 projection in the recommended 2026 budget. "Of the $100,000 that we included in revenue, we only keep 25% of that," the presenter said, adding the number is in line with receipts so far.
Staff described the county's early experience: the most recent quarter produced roughly $35,000 and the county reported about $66,000 in receipts so far this year. Staff cautioned that the county's share depends on where licensed sales occur: distributions back to towns and villages go only to the municipality where the licensed sale happened, not via the usual county sales-tax formula.
There are three licensed dispensaries in the county currently, the presenter said. Staff said the $100,000 projection is intentionally conservative; if receipts grow, the budget can be amended during 2026 to increase revenue and distributions.
