Pueblo City Council briefed on year-round emergency shelter rezoning, transit and public-safety updates

City staff briefed the Pueblo City Council on Nov. 10 that the city now operates the relief emergency shelter at 710 West 4th Street and that zoning changes approved last year allow the site to shelter people year‑round.
Brian McCain, who opened the meeting—s updates, said the city received the deed to the former Pueblo Rescue Mission on Oct. 30, 2024, and that the council approved an ordinance on Dec. 23, 2024 (Ordinance No. 10875) rezoning 710, 724 and 728 West 4th Street from B‑4 (Central Business) to S‑1 (Government Use). “Ordinance No. 10875 allows the 710 West 4th Street building to operate as an emergency shelter year‑round without zoning restriction for congregate shelter stipulations,” McCain said. He described the relief shelter as a “low‑barrier and welcoming” overnight program that operates from 9:00 p.m. to 7:00 a.m. and provides separate sleeping areas for men and women.
The presentation grouped the shelter report with other city operations. McCain also highlighted municipal community‑service crews reporting 2,035,440 pounds of trash collected this year (about 1,018 tons) and described parks and recreation programming: junior basketball registration is open through Dec. 5 ($65) with a season Jan. 17–Feb. 21, and a Zoomathon toy drive is scheduled Saturday from 9–11 a.m. at El Centro Del Quinto Sol.
On transit, McCain said Pueblo Transit will modify the South Shopping Route 5 beginning Monday, Nov. 17, adding stops at City Park Pool (Parkside Lane), the Pueblo Zoo (Zoo Avenue) and the east entrance to Pueblo City Park; the change will require a Red Creek transfer at :45 each hour. McCain closed operational updates with police statistics for Oct. 30–Nov. 5: 2,734 calls for service (1,104 dispatched and 473 self‑initiated), 21 warrant arrests, and recovered property valued at $1,706. He noted citations and enforcement actions across a range of offenses.
Council members had no formal action on the items; staff said they would continue to provide operational details and links to public schedules and resources.
