Malia walked the council through the capital asset self‑inventory required for the Community Impact Board (CIB) application and explained that the form asks town officials to list assets, repair needs and prioritization. She said the inventory must be submitted by May 1 and that the earliest the town could realistically apply would be the June 2027 window.
Malia said she prioritized recreation/culture (the Community Center Campaign) and roads based on local needs and feedback from a transportation meeting. Councilmembers discussed whether assets covered by interlocal agreements (for example culinary water and EMS) should be assigned priority on Bluff’s form and whether including a higher need level would help county-level applications for shared services.
On the CDBG front, Malia reported she attended the how‑to‑apply workshop: CDBG applications are due Jan. 31 and the town must hold a public hearing using exact template wording (only 7 days' notice required). The council tentatively discussed holding the required CDBG public hearing in mid‑January and scheduled a follow‑up work session (Nov. 9 at 3:00 p.m.) to focus on CIB, CDBG and the Community Center Campaign before finalizing priorities.
No votes were taken; staff will refine the inventory and return with recommended priority adjustments and further guidance on how interlocal agreements affect CIB/CDBG submissions.
