Assembly approves three annexations and a marijuana-license transfer; Bluebird, CV and Violet Drive to hold elections

Ordinance 2025-25 (Bluebird service-area annexation) was adopted on a 6–2 roll-call vote. Administration staff said the petition would annex 16 parcels (Pandaluna Drive, 0.43 miles) and add $2,709 a year (≈ $6,300 per mile) to Bluebird’s revenue; several Bluebird residents testified the parcel mix and potential future development could impose uneven costs on the existing neighborhood.
Ordinance 2025-27 (CV service-area annexation) passed unanimously 8–0 after petitioners described repeated past attempts and pressing local maintenance needs on Bumpy Road and Eddie Lane. Staff described the annexation as 17 parcels, 0.47 miles, projected revenue +$1,646.
Ordinance 2025-28 (Violet Drive) also passed 8–0. Administration explained this is a single-part action because the parcels proposed for annexation have legal access only through Violet Drive service-area roads, so the receiving service area votes on the change.
The Assembly also moved and passed a no-protest action on a transfer of controlling interest for Baked Alaska LLC, a marijuana product manufacturing license; staff recommended no protest and the Assembly recorded no protest.
What happens next: For the passed annexations, staff and the Clerk will proceed with election scheduling and mapping where required. For Violet Drive, the single-part approach reflects the legal access status of the parcels; for Bluebird and CV, the petition process will lead to the required election(s) under state law.
