The Rockville Planning Commission voted to postpone consideration of a building permit for a residence at 196 West Grafton Road after staff and commissioners identified multiple missing items, most notably state floodplain approval.
The applicant’s contractor reviewed site elevations and a hydraulic analysis addendum and explained finished floor and pad elevations intended to place the home two feet above the water surface elevation (WSEL). Commission staff and the applicant discussed an earlier floodplain line in the packet without hydraulic elevations; the contractor said the addendum corrected that error.
Chair summarized the commission’s concerns and moved to postpone the application because it was “not complete and is missing floodplain approval, post excavation drawings on the elevation or on the site plan, the pipeline company information regarding culinary water and septic approval from the Southwest Department of Public Health.” Commissioner Linda seconded the motion. The commission approved the continuance on roll call and set the next meeting for Dec. 9; applicants were asked to submit documents to the town by Dec. 2 to allow staff review before the meeting.
No permit decision was made; the commission noted that if the state floodplain office does not approve the floodplain submission the site may not be buildable and the applicant may need to return at a later date with corrected plans or begin the process again.
