Vicki Bell, who submitted the application on behalf of Z Arts, told commissioners the banner would be a “new prettier banner” and estimated it would be in place for about six days. She said Canyon Paws’ property manager had provided a letter of approval and that the organization has used a banner in the same location before: “same thing we did last year.”
The commission asked about banner size and dates; staff and the applicant clarified the planned dates would be prior to Thanksgiving and the craft fair on Nov. 28. Chair moved to approve the application as complete and consistent with the Rockville Land Use Code and the town general plan. Commissioner Linda seconded the motion, and a roll‑call vote recorded Andy, Linda, Jane and Angie as voting yes.
The applicant asked about waiving the $50 fee; the commission declined a blanket fee waiver but noted private donations could cover the cost. The permit was approved with the understanding the banner would be removed shortly after the event.
