Town manager Shane Fox announces departure; council to consider interim in closed session

Town manager Shane Fox announced at the council meeting that he will accept a county manager position and said it has been a privilege to serve Blowing Rock for five years. Fox highlighted capital projects completed during his tenure, saying the town "exceeded over $35,000,000 in capital projects" and thanked employees and his family for support.
Fox provided project updates including Memorial Park concrete and curb work nearing completion, an upcoming sidewalk and asphalt schedule, and readiness to start USDA loan solicitation once a federal shutdown is resolved. He said the audit fieldwork is complete and a final audit report is expected in roughly 30 days, and that the redesigned town website is scheduled to go live on Jan. 1.
Council members praised Fox’s service and said he will be missed. The mayor announced the council would discuss hiring an interim manager in a closed session and directed staff to move forward with the interim appointment process while the council interviews candidates for the permanent role.
The council cited two statutory bases for the closed session announcement under North Carolina law (property acquisition and personnel): NC Gen. Stat. §143-318.11(a)(5) and (a)(6). The council recessed for a short break and signaled it would reconvene in closed session to consider the interim hire and related personnel matters.
