The Moab City Council on Nov. 12 approved Ordinance 2025‑16 to annex the Shamrock 25 LLC parcel at 1410 South Highway 191 and assign C‑4 General Commercial zoning.

City staff explained the annexation follows a pre‑annexation agreement and that the annexation itself does not approve final site plans. Johanna (planning staff) said the pre‑annexation document establishes zoning and conceptually frames the development and that detailed density, parking and drainage will be reviewed through the planning‑commission site‑plan and development‑review processes. Staff noted the project includes an AEH (assured employee/affordable housing) requirement at 50% for residential components of comparable projects.

No members of the public asked to speak during the public hearing. Luke moved to approve the ordinance and Tawny seconded; the council approved the annexation in a voice vote reported as 5–0. Staff said approval of the ordinance begins the development‑review phase (planning commission/site plan and building permit) rather than approving a final development layout.
