The Harrisville City Planning Commission voted Nov. 12 to grant final site plan approval for the Harrisville Commercial Development, subject to conditions set out in the City Engineer and Planner memo dated Nov. 6, 2025.
Staff and the city engineer told commissioners the developer has addressed the substantive items from a prior preliminary approval and that only three 'cleanup' items remain: coordinating street improvements with neighboring Pleasant View City, providing utility/connection letters (including a wheel-serve letter from Bona Vista Water), and a small set of remaining utility submittals. Planner (S4) said those items were expected imminently and recommended final approval conditioned on their receipt. "They've come back and addressed everything," S4 said, "and we recommend final approval with those conditions."
Commissioner (S3) moved to grant final site plan approval "per the City Engineer and Planners memo dated November 6th and all other city requirements as indicated." The motion was seconded and carried by voice vote; the transcript records an affirmative voice vote but does not record a full roll-call tally.
Why it matters: final site plan approval allows the developer to move from preliminary design to the remaining permit steps and coordinate construction timing with the city and adjacent jurisdictions. The commission’s conditions—interlocal coordination on street improvements and confirmation of water service and other utility letters—are typical prerequisites the city uses to limit construction or permitting until key infrastructure commitments are verified.
What’s next: staff will not finalize permits or infrastructure acceptance until the required letters and interlocal coordination documents are received. The developer is responsible for working with Pleasant View City and Bona Vista Water to deliver the materials noted in the Nov. 6 memo.
