Members of the Oshkosh City Transportation Advisory Committee debated how the committee should present recommendations to the Common Council after several recent items drew council criticism.
The committee’s chair opened discussion noting that council members contacted the committee after a recent item and that it was the second time in months a motion died for lack of a second. "Just because you make a motion doesn't mean we necessarily agree with it," the chair said, prompting members to consider procedural changes.
Several members said the committee performed fact-finding and that some council members "vilified" the panel at a subsequent council meeting. One member said, "I thought we did our job" and commended colleagues for communicating the committee’s positions at council. Another member recommended adopting a consistent process taken from the speaker's prior experience: require a motion and second before discussion so items can be formally debated and amended rather than allowing informal discussion to substitute for a recorded committee position.
The committee agreed that going forward it will have a motion and second on items before discussion; if members are not ready to vote they can move an amendment to postpone action until the next meeting while staff develops additional information. The change is intended to clarify whether the committee is providing a formal recommendation to council or simply conducting fact-finding.
