Resident alleges wetland permit problems for Lake George driveway; staff will verify Army Corps as-built

Brad LeTourneau told the council he and his daughter believe the existing driveway differs from the alignment and elevation described in the Army Corps of Engineers permit and that the required as-built documentation reportedly has not been submitted. "This is a horrible precedent by the city," LeTourneau said, arguing that without an as-built and elevation shots it is impossible to confirm whether the crossing was constructed to permit specifications and warning of potential downstream impacts on pooled water and neighbors.
City engineering staff reported that the application had been reviewed and approved previously by the technical evaluation panel and that county and Corps reviewers had not raised unresolved concerns during a recent site review. Chuck, the city's wetland specialist, told the council his team inspected the driveway and found it generally in compliance with the approved permit and that he did not observe impacts on drainage in his walkthrough.
Councilmembers pressed staff to locate the as-built filing and the Army Corps compliance documentation. LeTourneau and other residents said survey stakes and grade control were not used during construction and that the driveway profile appears higher than shown in plan documents, suggesting additional wetland fill. Staff agreed to request the as-built documentation from the permit holder or the Corps and to follow up with county and Corps contacts.
What happens next: City staff will review and compile the permit file, request any missing as-built documentation required by the Corps, and follow up with the resident and the Corps. If compliance documents are missing or the as-built differs materially from the permit, staff will outline enforcement or remediation options for council consideration.
