Commissioners approve five MOUs tying county funds to services from local nonprofits

The Commissioners Court approved five memoranda of understanding (MOUs) with local nonprofits that receive county grant funds for health and welfare services. Commissioner Lechte described the MOUs as a new approach that attaches an Exhibit A of deliverables and allows the county to recover unearned grant funds if organizations fail to provide agreed services.
Margie of Meals on Wheels told the court the organization has broken ground on a new Senior Life Center and expects the facility to triple services when it opens around 2026. Commissioner Lechte and county counsel said the MOUs strengthen transparency and accountability compared with prior unrestricted grants. Each MOU (Meals on Wheels, Helping Hands, Boys & Girls Club, Grace Clinic, Lone Star CASA) was moved and approved individually; each motion passed 5–0.
Court members emphasized the MOU language requiring deliverables and the ability to declare a breach and seek reimbursement of unearned portions of grants.
