Finance committee groups most agencies and approves bulk of 2026 budget changes

The Albany County Finance Committee on Nov. 12 grouped a set of agencies and approved proposed additions and deletions to the county executive—s 2026 budget for those agencies, moving most items forward to public comment.
The committee agreed to group a long list of departments for a single vote, excluding the Board of Elections for separate discussion. The grouped agencies approved without change included the county executive office; audit and control; county clerk/records; alternate public defender; law; nursing home; crime victims services; aging; public works; Cornell Cooperative Extension; civic center; soil and water conservation; stormwater; and the contingent account.
Members pressed staff on several specific lines during the grouped vote. On the public defender item, one member asked for a more detailed breakout of the 'specialized services' line so the committee could see what outside expert services (forensic experts, consultants) it covers; staff agreed to provide that detail. In management and budget, members questioned an assistant graphic artist line; staff said the omission in the proposed budget was an error caused by internal staffing moves and the position exists and will be reflected appropriately.
On economic development, members noted restoration of about $150,000 to recreation programming that had previously been cut; several members said they supported restoring the line. Other items including sheriff, probation, social services, health, mental health, Veterans Bureau, human resources, water purification, general services and legislative items were called and approved, generally by unanimous voice votes.
What happens next: the approved items will be presented at the public comment session on Nov. 18 at 7 p.m. in Convoy Legislative Chambers; staff were asked to supply additional breakout detail on the public defender's specialized services line and other clarifications before that hearing.
