Fairbanks North Star Borough committee forwards amended 2026 CIP priorities; two amendments pass

The Fairbanks North Star Borough Assembly Committee of the Whole voted on Oct. 16 to forward a draft resolution recommending funding for 2026 capital improvement program (CIP) projects and programmatic requests to the full Assembly, after adopting two amendments.
The draft resolution — which the committee will schedule for a public hearing on Nov. 13, 2025 — was introduced as the committee’s recommended list of projects to send to the Alaska Interior delegation and the governor. Assemblymember Guttenberg moved to recommend the draft resolution; Assemblymember Rotemond seconded.
During debate, Assemblymember Gatenberger moved to amend the draft to also send the list to the federal congressional delegation. Assemblymember Kelly seconded the amendment; the body passed that amendment on a roll call vote (5–2).
Assemblymember Wilson then offered an amendment to move lines 107–148 (the Fairbanks North Star Borough School District’s project entries) to the top of the list so the borough’s message to state and federal delegations would prioritize schools. Administration staff explained the school district’s priorities had not been scored against other borough projects and therefore were not directly comparable, but members said the amendment was meant as a policy signal. The amendment carried 6–1 on roll call.
After additional discussion about individual projects — including questions about a failing community septic system in the Belen service area (Assemblymembers referenced an approximate $3,000,000 repair/replace estimate and administration staff said leach fields had likely failed and the system is in constant need of repair) and the status of Pearl Creek school property transfers — the committee voted to forward the amended resolution to the full Assembly. The roll call on the main motion recorded a unanimous vote in favor, seven-zero.
The clerk confirmed the document will be scheduled as a public hearing item on Nov. 13, 2025 and that the resolution will be sent to the Alaska Interior delegation and the governor. The committee also received a brief legislative liaison update from Assemblymember Guttenberg and adjourned; the Juanita Helms Administration Center will be closed Oct. 17 for Alaska Day and the next regular Assembly meeting is Oct. 23 at 6 p.m.
