Commissioners hire Wilson Architects as third-party reviewer for United Dispatch Center

Erath County Commissioners Court voted Nov. 12 to hire Wilson Architects PLLC as the county's independent third-party reviewer for the United Dispatch Center, citing a statutory requirement under Local Government Code §2269 for design–build projects.

The presiding officer told the court the review is required because McKinstry is the design–build contractor for the project and the county must retain an independent reviewer “to ensure things are done properly, and in compliance with what needs to be done,” the officer said. Paul Brooks, identified in the meeting as a staff member, said he believed the Wilson representative would "be a good fit for us and have the county in his best interest throughout the process."

Commissioner Stevens moved to approve Wilson Architects PLLC as the county's third‑party reviewer; Commissioner Buck seconded the motion. The court approved the motion by voice vote; no roll call or individual vote tallies were recorded in the meeting transcript.

The agreement presented to the court included a stated fee of 11,200 for the reviewer’s services from the present time through project completion, and noted potential reimbursable expenses if applicable. The court directed staff to work with the county IT and project teams to finalize terms and return a formal recommendation or contract for adoption.

The action fulfills the county's obligation under Local Government Code §2269 to provide an independent third‑party review on a design–build project. The court did not record further conditions or a detailed timeline for the reviewer’s deliverables during the Nov. 12 session.
