The licenses committee on Nov. 11 denied a license application for Jay’s Karaoke Lounge (340 W. Reservoir) after more than an hour of neighborhood testimony and discussion. Neighbors described repeated late‑night disturbances at the site under previous operators — including fights, firearms incidents and persistent litter and loitering — and said a karaoke venue, with amplified sound and the possibility of food trucks, would worsen neighborhood conditions.
Alderman Milele Coggs, who represents the area, told the committee she had long tried to work with applicants and property owners and said the history of problems at the address made her oppose the application. Multiple nearby residents described a reduced level of incidents while the site was closed and asked the committee not to restore a late‑night entertainment use that previously generated repeated police calls.
Applicant Joshua Arnold, who said he has two decades of experience as a DJ, asked for more time to meet neighbors. After deliberation the committee voted to deny the application. Alderwoman Andrea Pratt moved for denial and the committee passed the motion with four members in favor and one abstention. The committee record shows neighbors and the alderwoman urged denial and the applicant agreed to withdraw only if he could secure greater neighborhood buy‑in.
What happens next: The denial is a final committee action; if the applicant re‑applies the committee and neighborhood will have the opportunity to consider any new plan of operation or mitigation measures.
