The Columbia Municipal Planning Commission approved multiple plats and deferred one multifamily revision at its November meeting.
Consent approvals: Commissioners approved consent items that included final plat approval for Hillcrest Village Phase 3 (applicant Abigail Overstreet) with surety of $570,000 and McClure Farms Townhomes Phase 2 (applicant Allen O'Leary) with surety of $690,000. The chair read the consent items and commissioners approved them on a voice vote.
Heritage Green Phase 1: After the applicant Lynn Ely's item was pulled from consent, case planner Jeremy confirmed the final plat conforms to the previously approved preliminary plat for Heritage Green Phase 1 (Tax Map 74 Parcel 37 off Baker Road). A resident who signed up (identified in the sign-in as David Henson) asked about when a traffic signal would be installed on Baker Road and about house frontages; staff said traffic signal warrants will be evaluated with the next phase and that lots in this phase are larger. The commission moved to approve the final plat subject to technical comments; the motion passed.
Deferral of Heritage Village multifamily revision: The commission accepted a staff request and the applicant's request to defer a revision to the previously approved Heritage Village multifamily site plan (Santa Fe Pike and River Heights Drive). Staff cited two reasons: CPWS raised concerns about a 16‑inch water line on site and the applicant's newly submitted building elevations differed substantially from previously approved elevations. Commissioners voted to defer to allow staff and the applicant to reconcile elevations and utility issues.
