• 320 South Main Street (rezoning B‑2 to B‑1) — Approved. Staff noted the rezone eliminates parking minimums in the downtown district; council approved by roll call.
• OASIS Community Mosaic public art — Approved. Council allowed installation of ~80 mosaic panels on the fence line between Blacks Run and the Water Street parking deck; Public Works will coordinate timing and installation details.
• Black Sheep Coffee outdoor dining and encroachment — Approved with conditions. Staff recommended conditions on table setbacks and unobstructed path widths (staff requested flexibility between 9 and 10 feet in drafting); council approved the license and asked staff to monitor safety and consider demarcation for the shared use path.
• Easement for Shenandoah Valley Electric Cooperative (Goodsmill Road pump station) — Approved. Council approved granting an easement to allow the cooperative to provide power to a pump station used for the Eastern Raw Water Line Project.
• NLC delegate/alternate — Approved. Council appointed Council member Robinson as delegate and Council member Al Sadden as alternate to the National League of Cities annual business meeting in Salt Lake City (Nov. 18–20, 2025).
