County staff reported that commissioners previously approved a resolution creating the Missoula Jurisdictional Advisory Committee to provide advice on tax increment financing districts and their taxing jurisdictions. Staff said the bylaws specify representation from taxing jurisdictions with targeted economic development districts and that, under the enabling statute, the county's representative may be designated as a non‑voting member. "We can elect that that county's member be a non voting member," staff said while describing the bylaws.
Staff recommended adoption of the bylaws. A commissioner moved to approve, a second was recorded, and the board voted 'Aye' to adopt the bylaws; staff said no public comments on the bylaws had been received.
The committee will be composed of representatives from jurisdictions affected by targeted economic development districts; staff characterized the bylaws as largely consistent with other advisory‑board structures. No additional conditions, budgetary commitments or implementation tasks were recorded in the meeting minutes.
