RTC approves Atkins Realis design contract for Bud Eye and Fairview preservation; commissioner abstains

The Carson City Regional Transportation Commission voted 4–0, with one abstention, to approve a design contract with Atkins Realis for two preservation projects.
Casey Sylvester, transportation and traffic engineer, said the contract covers the Bud Eye Way Preservation Project (Bud Eye and Airport Road) with a design cost of $138,000 and planned advertising in April, and the Fairview Drive Preservation Project, which includes safety improvements at intersections on College Parkway and Fairview Drive, with a design cost of $243,000 and planned advertising in 2026.
Before the presentation, Commissioner Dodson disclosed a conflict of interest under Nevada statute and said he would abstain from voting because he has worked part-time for Atkins on a periodic basis. Dodson read the disclosure on the record and did not participate in the vote.
During discussion commissioners asked whether the preservation contract stage could accommodate newer pavement-preservation products raised during public comment. Sylvester said the projects are preservation-focused and use typical materials, but at this stage of design staff can consider alternative products with the consultant, subject to cost and appropriate application.
Commissioner Greg (first name used in discussion) moved to approve the contract as presented; the motion carried with four yes votes and one abstention (Dodson).
